When I was younger, I think some of the boys danced like that and tried to do flips and other things with it, but the girls didn't.
Back then, we didn't "twerk" it was usually called "popping" or just dancing. (starting around age 6)

I think that the little girl lifting up her shirt was inappropriate, but the dancing was just her dancing. I don't think that they purposely taught her how to dance like that, she more than likely learned it from watching other people dance like that, that's probably how most people dance where they are from. I also think that they didn't expect her to learn that. I think they were shocked that she is so little and was able to learn that, that's probably why they recorded her.
