Personally i think they wrong. Power rangers get into one of them zords and its over firstly.
Although i would give the turtle an edge vs most of the rangers in hand to hand. , except maybe the green ranger. he might be able to hang with them

From the format, PR have to fight hand to hand first and get whupped before they can regroup at a distance while their enemy stands still as they pose, call on their zords and wait for them to run/fly in from wherever.

To this day, I really don't know what The Power Rangers 'powers' are; plastic weapons and Karate?
But what if the turtles transform? 
They are mid tier martial artists. with magical weapons and tech.

PR casually backflip on to 15 story zords. They can also fall out of said zoids and remain relatively unharmed. And they got guns. 1 ranger would solo.

They not afraid to catch a body and they have faced treats stronger than the Power Rangers without the need of space armor. Turtles with an easy victory
