Pac, but also what @Billy Ocean is saying - BIG got a mean ass top 20 that fukks up almost everybody not named Pac or Nas or only a handful of others.

The thing with Pac is, and that's just a volume-aspect, you can make like 10 top 20s

Biggie got more hits than 99.9% of rappers but Pac is in that 0.01%. Big would try to win off his party records but Pac would bust out the classic songs he got and it would be too much.

I think people try hype up biggie to be in the same lane as pac but it’s just not true ,anybody that’s listened to both of their body’s of work knows pac’s versatility & classics puts him in a rare space , and don’t get me wrong Big is also in my top 3 but let’s call it spade of spade
