Obviously the question can only be answered on a 'by the decade' premise. The 80s, The 90s, 2000s, 2010's and the 2020's all had their separate moments. It would be impossible to pull 4 out of 5 decades.

Underground and independent are interchanged on my list, but I stand by it

Ultra for obvious reasons, Masta Ace and INC played a big part in the development of modern underground hip hop, Hiero never stopped after leaving Jive Records and showed that there was life and entire careers after leaving a major label, I know less about Slim but his career pushed on before, during, and after label attention.
