Yea I have a turn like that by my house (where I have to turn right but the person on the left is blocking my view) and I always use the person to my left as my signal/shield.

If they turning then I turn.

In most US states, the drivers on the main road have the right of way when no traffic light or stop sign is present. This accident occurred in Eastern Europe (Russia?) Soooo....


Had the moped rider just decisively crossed, all would have been well, but due was half-stepping and got hemmed up.

Right of way is the person going straight.

It's the person making the turn who has to clear and make sure they're ok to make a move.
