There's different kinds of passing, it depends on what you mean. Whose the best set up man? Whose the most cerebral passer? Who had the nicest passing highlights? Who gets the most assists?

It's hard to measure this. If we're balancing all of them together then it's either Rondo, Nash, LeBron or Westbrook probably.

all of this...because IMO, I prefer Mark Jackson in terms of flair. Kidd probably all around. Rondo has to be there. Bron is great, but I think I like Simmons even better.

Rondo is probably the best pure passer though. Bron's mixture of vision, strength, angles, and spin is unreal. He can make any pass, from any position, at any time, and still manage to hit a shooter in their pocket.
