I’m fine with it being that. The issue is so many sub 15 yard penalties that are automatic first downs. Defensive holding being 5 yards but an automatic first is by far the worst.

Agreed.

I would not want to see it changed from a spot foul. I'd rather see offensive holding be five yards, or personal fouls be ten yards than change spot PI.
