Keri Hilson and it's not close. Keyshia had carved out a nice lane but she was on a downward trend well before she dissed Beyoncé. Kerri Hilson despite her lack of personality, had next once Beyoncé ascended into the Pantheon of Pop superstars.

Keri released what was perceived as a subliminal to Beyonce with "Turning Me On" remix featuring T-Pain. People were referencing her "to the left line" and stuff about "having babies" as disses to Beyonce. There wasn't any truth to it as the only R&B singer Keri ever had beef with is Ciara.
Keyshia Cole, I'm not sure about. I only remember her clowning Michele of Destiny's Child on Twitter during Beyonce's Super Bowl performance.

She never says Beyonce's name and she really could've been talking about anybody. Either way, Keyshia's not the only one who found Beyonce's "Bow Down" offensive. When it first leaked, it had that screwed track "I Been On" attached to it. The official version has a feminist speech attached to it, so I'm sure Beyonce was aware of the criticism (not just Keyshia's random Tweet).
We don't hear from Elle Varner because she hasn't put out anything that sparked any interest since "Refill". That's like saying Jennifer Hudson's career is over for saying artists that still sing about sex, drinking, and being in the club are overrated. People said those were shots at Beyonce, who had just released Beyonce with singles like "Drunk In Love" and "Partition".
