Beyonce is not blacklisting anybody at least not successfully. Even after Keri supposedly dissed her, some of the same people that worked with Beyonce continued working with Keri. There's no truth to that rumor.

Gonna have to say Keri Hilson cause I know a person in real life who works in media and radio and she told me Beyonce's management team made it clear to radio stations and people in the media in general that if you did any business with Keri Hilson you would NOT be doing any business with Beyonce...ever...

Said they were flat out to scared to play a Keri Hilson song on the radio...
