I would have to assume she was drinking heavily the night before, either woke up still drunk, or drank all night, didn't sleep and then continued drinking before (and maybe at) work. once you're in that state you're clearly not thinking straight.

it would be wild if she woke up and just started drinking, got to that state, and went to work all within a few hours, but I guess it's possible.
