IMO Madara is the most broken because the author of the story had to pull a deus ex machina by introducing a character who was never hinted at or foreshadowed at all to kill him out of nowhere. Kishimoto wrote himself into a hole by making Madara too OP. The person who defeated him was a person who came out of nowhere
