It's subtle and like many other people have stated here, betting odds are not predictions. The bookies don't care about who wins, their game is to make arbitrage profits- balance your book and have roughly the same amount of bets from a payout perspective and make out with a clean profit that doesn't depend on the outcome of the game. To do that, they need to twist the odds well enough to attract bets on both sides. If there is a lot of dumb money on the table for the poor team, the odds on the better team will improve to make it attractive for people who take a non-emotional stance in the outcome.
