Why aren't the Cowboys doing anything?

They're restructuring Travis Frederick's deal to free up 7.5 mil in cap space but if you've casually followed the Cowboys over the last few years, they've gone away from paying big money to free agents and shifted toward drafting and developing players. This is more of the same and as a Cowboys fan, I prefer it be this way.
