People don't like bad endings...Simple.In cases like Se7en it can work but people generally like villains to get theirs. Besides, bad guys win plenty in real life and people don't like to be reminded of that.
Meh whatever, given how things ended for most of street dudes on The Wire boring ass Marlo fukking won. Only street dudes that got a better victory than him was Poot and Cutty because they left the game behind and seem at peace with going legit. Mainstream media is suppose to be a form of escapism, too many villains win in real life so writers like to give their viewers the satisfaction of bad guys actually getting theirs once in a while.
According to Winb's standards that one doesn't count.
The bad guy in that won but he knew what he did was wrong and it didn't really give him any kind of satisfaction which causes him to commit that. Not quite riding into the sunset laughing.

I'm pretty sure 12 Monkeys had a villain winning...maybe I'm forgetting but I'm pretty sure it ended with dude getting shot and Pitt getting away and the cycle staying the same.
