Timing and WWE didn't have 2 rosters when X-Pac was around. Guys like Rey and Eddie were able to rise up partly because of the fact that the main eventers were split between the two shows and there were two belts so more people could rise up because those guys at the top needed people to work with.

He didnt even have a world title shot in any promotion.

Especially Chris Masters, who never did anything well except pose.
And yeah, X-Pac coulda never cut it as the top guy during any era he was a part of. He didn't have what they had, or what Eddie and Rey had for that matter.
Yes, why did X-Pac not get a world title over one of the most naturally charismatic wrestlers of his time, or the most influential luchador of his generation and quite arguably one of the most popular wrestlers of all time.

Xpac had what Chris Masters never had: personality. The crowd both loved and hated x pac, he also knew how to work a crowd. Masters had the look I'll give him that but you can't be champ when you've got the charisma of a block of wood.
