I think yall are confusing him with Tupac Amaru who was mixed with Incan royalty and white blood. Tupac Amaru's wife was a black Peruvian.

Simon Bolivar was Europeanize though. He was dark and had less Euro features in the earlier painting before he was romanticized in the mid-20th century.
