Why do Bay Area rappers rap kinda weird?

I've noticed this as I listened some more E-40 and Mac Dre these days, more than usual and I noticed this...
Why do artists from the bay rap with a goofy cartoony voice? Is it all the LSD from San Francisco that makes these rappers be more creative with their voice or something?

Bay area rappers are very much insulated from the rest of California, and the rest of the country...and they rap they way they do partly because of the mack/pimp culture that's in the bay.

Most people that hate on the bay have never been. I've seen people come back from there transformed. At least visit before you start hating.
