It really depends.
White women are generally looser from my experience but they're very selective with who they want to actually date and especially marry.
That's why you'll see significantly more IR dating on a run of the mill college campus than you will in a run of the mill suburb. After a certain while, White women generally desire to marry and have kids with a White man to please the family and keep the bloodline going.
Of course, there's exception but that's generally the case. A lot of White women see Black men as a phase or a f*ckboy. Sometimes, they'll actually date and marry Black men but that's uncommon. The stats speak for themselves.
Theoretically, a Black man could have better chances with "PAWGS" over BW in pred. White environments just off the strength of the exotic factor. The same thing hold true for certain foreign brehs who come to America and American women go crazy over their accents and want to screw them. This especially holds true for British,, French, Italian, and Jamaican dudes. These guys can talk some American women into giving them p*ssy on the spot lol. But it doesn't mean American women as a whole love foreign men. It's just that the exotic factor of dealing with another type of men turns many of them on initially.
So, Black men have the luxury of playing off our "exoticness" to sheltered WW in certain areas but even that's not as widespread as people think. There's still a strong bias towards White men or light skinned Latino men by the majority of WW. And those types of WW will easily have higher standards for BM than the average BW. You need to be tall, dark, and handsome or an athlete to really pull them. If you're a Black dude who's lame, ugly, short, and unathletic you will be invisible to the most WW.
BW also vary a lot. I live in a city with a large African/Haitian population and those women do not entertain "Pookies and Ray Rays" for the most part because African and Haitian parents are strict as a mofo when it comes to who their daughters date. Obviously, there's AADOS families like that too but African and Haitian women completely defy the "wanting a hood nygga" stereotype of BW for the most part. I've had success with them as well.
