The reputation has been there for a long time: largely due to the influx of immigrants in the late 1800s/early 1900s.
They came off of the boat near illiterate, with marketable skills because they heard stories about New York.
Considering just how many people live there, statistically there have to be more "rags-to-riches" stories, especially with the advent of the music industry, which Black people have dominated (though not in ownership), and the art industry.
There is no city that has the "best hustlers" different cities have different avenues for becoming wealthy. If you were in Miami in the 80s, you could have made tens of millions off of cocaine. If you were in LA from the 60s on, the film/modelling industries are constantly cranking out new people.
New York is just incredibly expensive and forces people to maintain multiple avenues of income accumulation.
