Main reason is cheap health care. I know people who would go to get prescription glasses and braces. dirt cheap and less hassle compared to here. But that was just Juarez, and border town from el paso tx. so it was relatively safe.
How do u know the doctors in Mexico are legit?

For certain things it doesn't matter. If you already know your prescription for glasses you just go to a store and get them. here you have to have insurance and get an eye appointment. you can't just buy glasses in your prescription strength over the counter like you do with reading glasses. So if you accidentally break your glasses and bring the other lense to them, tell them to make a matching one and put it the same frames. Done, No insurance needed.

I would hope that they at least try to keep their capital safe. Imagine if a bunch of diplomats were hurt, that would be a bad look

Nuevo Laredo is a border city, and is mostly controlled by Zeta fragments, CDN and another one, I forgot the name of. Those looked like halcones or "hawks", look outs, those trucks and posted like that, in a very informal checkpoint. That guy who made the video sounds like a nut, sweating and shaking, but he could have easily been car jacked, or maybe just waved by.

Halcones are often minors, unarmed, and act as state surveillance for cell leaders, under whatever organization they work for. They report movements of cars, people, enemies, friends, and drive around in trucks and cars, wasting time. The tell is the expensive truck, and the underage kids, or young men, not yet 25.

The State Department has a travel warning for Nuevo Laredo, in place, for this reason, do not drive at night, overall, millions go to Mexico every year, every month, and don't die, but acting foolish in places like TJ, Juarez, Nuevo Laredo, you could be murdered, kidnapped, robbed, easily. Life is cheap in that world.

Do not travel due to crime and kidnapping.

Organized crime activity – including gun battles, murder, armed robbery, carjacking, kidnapping, forced disappearances, extortion, and sexual assault – is common along the northern border and in Ciudad Victoria. Criminal groups target public and private passenger buses as well as private automobiles traveling through Tamaulipas, often taking passengers hostage and demanding ransom payments. Heavily armed members of criminal groups often patrol areas of the state in marked and unmarked vehicles and operate with impunity particularly along the border region from Reynosa northwest to Nuevo Laredo. In these areas, local law enforcement has limited capability to respond to crime incidents. There are greater law enforcement capabilities in the tri-city area of Tampico, Ciudad Madero, and Altamira, which has a lower rate of violent criminal activity compared to the rest of the state.

U.S. government employees may only travel within a limited radius around and between the U.S. Consulates in Nuevo Laredo and Matamoros, their homes, the respective U.S. Ports of Entry, and limited downtown sites. U.S. government employees may not travel between cities in Tamaulipas using interior Mexican highways and they must observe a curfew between midnight and 6:00 a.m. in the cities of Matamoros and Nuevo Laredo. U.S. government employees can travel between Nuevo Laredo and Monterrey on Highway 85D only during daylight hours and with prior Consulate authorization.

Those were just some kids shooting,if it was the cartel the driver would have been shot threw the windows when he reversed....
