Why do people not care that someone else is in the public bathroom?

When dropping a deuce. If I need to and I see someone else is in the stall, unless its a pants ruining emergency, I go to another floor or come back in a few minutes. People just come right in and start They don't even try to let them out quietly. Just now, I was in there and two people came in and set down in the other stalls.

This disturbs me. What gives.
