Because they're armchair engineers and/or conspiracy theorists.
The view can have merit, if backed up with legitimate information and solid logical reasoning, but it almost never has both.

People say this because it happened under his watch and it was established well before he came into office, that Bin Laden and his set were planning an attack on American soil and at the very least, some symbol or aspect of American hegemony.

Furthermore, what proceeded next:

1. A war in Iraq with ZERO justification or reasoning.
2. A war in Afghanistan when only a fool would believe that Bin Laden would be there longer than a few weeks of the American media saying he was in Afghanistan.

led to thousands of lost lives, a trillion dollars worth of spending and an overall increase in anti-American sentiment in the Middle East.

So it came across as if dude wanted some shyt to happen in order to justify two pointless wars that left both countries in shambles, cost us lives and money, and upon taking a step back, seems like it was only because Saddam threatened his pops and because not not go to war would make America look bad.

I will only give Bush a pass because I don't think anyone could have predicted that they would hijack planes and fly them into buildings. That is pure genius. Not that I condone the attacks but you have to have respect for your enemy and anyone willing to fly planes into a fukking building just to prove a point is a dangerous enemy indeed. It's more of a "Holy shyt" than a "Good job" type thing.
