If this isn't a troll post and a real question, its because they don't feel threatened by being approached.
I hear this same question from brothas like yourself or brothas in the workforce.
Sistas get approached about a dozen times a day if they live in an area around black men.
It could be aggressive, "Hey ma, what's good?"or a bunch of "hello, how are you doing?"
Sometimes you just want to go through your day and just be left alone.
When these sistas even look another cat in the eye for half a microsecond its a wrap because a cat will think she wants to be holla'd at.
White/non-black chicks don't go through this as much because their dudes don't holla as much.
That's why some white chicks be gassed as fukk by brothas because they've never received so much attention.
I've had to hip a number of brothas in the workforce to stand down because white chicks will be touchy feely or semi-flirty.
