Because to woman, a females place in the social hirarchy is largely defined by her looks. As a result, they also define their self-worth by how they look. Ever heard a woman say "but she is way too cute to have to do that" when talking about a porn whore or prostitute? That's where that comes from.

A woman telling another woman that she is ugly is basically calling her a peasent. Hence a woman telling an ugly woman that she is cute is trying to protect that womans selfesteem and asuring her that she doesn't belong to the bottom of the female social hirarchy.
