No it’s not. Being nice to a woman is not simping but overdoing it and being overly nice to a woman that doesn’t merit the attention or behavior doesn’t justify the attention is a simp. When the kindness is not reciprocated despite your efforts abs you keep blindingly doing things for her - that’s a simp. A simp does things for a woman because he has no self confidence or has low standards; limited options in the dating pool.

Whereas if someone is special to me and I am, to them and we treat each other on the same level, one not always giving and expecting over the other, that’s not simping.
