The reason is cause Hogan was caught blatantly in real life. Vince, while suspect, can still hide behind the fact it's on the TV show, in charecter and other things, it's not as obvious, Hogan is on the record saying extremely racist fukked up things in real life.

Saying the word "nikka" doesn't make you racist it's the context that does. Vince was greeting Booker T. Was it stupid and offensive because of a white person saying it? Yes.
