But, if you go and legalize it in certain areas, and only in monitored locations. It would cut down on that. You make it safe for the girls, safer for the guys, safer for everybody really. Then you can go about prosecuting those working outside of those establishments heavily.
regulated it would not be unsafe, it would be very safe. Bouncers/security, safe setting, protection worn, have to give your cc or cash as a safe deposit just like a hotel, zoned only in certain areas.

In my mind it'd be like this:
Basically, an abandoned hotel. Where women can promote themselves as they do on Backpage, Craigslist, and various other locations. But instead of going to a random motel, or to somebodies house. You come to this place, and have the girls pay for their room, similar to how a barber pays for his chair in somebodies shop. This way, it's still not like pimping, but at the same time, it provides a safe working environment for the women, and safe place to play for the guys, and it cleans up the street.
