Jay-z's legacy is/was pushed by the media who had their 'personnal gains' for this. Jay is bigger bank than Nas, then and they could see in the long run too, because Jay obviously does more and "attracts" more. I would also say it wouldnt make sense for the "pushers" to push Nas product over Jay even though its the same at the end of the day.

Jay is the more popular rapper with the casual hip hop listener. He's seen more and heard more, makes more money, but his music is very disposable. Nas isn't seen as much and it's easy for the average listener, especially young bucks to discard him as being lesser since you don't see or hear him all over everything, but I think Nas' music has more heart and soul in it. To me Jay is fast food, Nas that home-cooked meal!
