Modern R&B has been terrible since about 2001-2002, and good stuff like Raheem Devaughn doesn't sell.
There was is some talent tho. 8701 came out that year and it was a hot album and Neo -soul had a little revival around 03-04
Raheem Devaughn is talented but some of his songs are average. If he managed to get some good producers behind him maybe that would change.
A lot of the talented artist songs are not catchy tho. They get those throwaway beats.

1. No one pays for whole albums anymore
2. Producers need to make money
3. Combining rap and R&B into an indistinct miasma of party songs that promote bullshyttery is the only thing that people will spend money on.

Solution: Ignore the top 20 songs on iTunes, stop buying individual singles from shytty artists, and start buying whole albums from good artists.
