I think that the idea for planetary terraformation is to establish a proper atmosphere and such to have weather. Choice 2 is a lot more specific and can have deeper problems for other areas around the Sahara.
So to put simply I think that planting trees and such on another planet to get stuff going to create any kind of weather and atmosphere would be simpler than trying to carve out current mother nature to be a certain way in a specific area.

If you are going to try to mess with weather you would want to try it on mars and not where you are currently living incase something terrible went wrong. The whole idea is hundreds of years away anyway. Even mining on other planets or asteroids is insane right now. You need bulldozers and shyt to mine. What are the effects of drilling a shaft into an asteroid. There is so many questions before we even begin to terraform a planet.
