The real question you should be asking is: Why is 'n1gger' in the dictionary?
It is a word, now. Words are only a means to communicate. They don't need validation. The use of a word results in it being in the dictionary, not the other way around. There other words which have been used in colloquial speech and that we accept as correct now, which came into formal acceptance in a similar manner. Teachers and people in general who didn't use the word, went on and on about how "ain't" isn't a word. Now if you look into the dictionary, it's there.
