I measure rappers based off their level of skill, influence, and innovation in comparison to the competition within their respective eras. Newer rappers benefit from the innovations made by the rappers that came before them so it's unreasonable to compare them head to head.

IMO to be a top 10 rapper of all time, you need at minimum 20 years in the game. I say this because your music has to hold up even as eras change. To be fair TI is a top 10 Southern artist, and I'd probably put him in the top 30 which is nothing to sneeze at.
