Why? Like with anything, he didn't have the intimidation machine of Cash Money. A lot of times specific people will call up radio stations and tell them "Do not play so n so's record" This happens a lot. That record never gets played or taken out of rotation. A little story about that,Frank Dileo (of Michael Jackson fame) would lock the stations into playing a specific Michael record at excessive rates. If you were listening to radio in those days, that's why "Beat it" "Thriller" etc was played so many times especially in NYC. He had the goon squad on deck.

He had NY dj's scared of their lives. Who knows what artists they blocked in order to get their records maximum sales. But Thriller didn't happen organically, they needed to smash some heads in that market to get them to understand what a "MONSTER HIT" this phenomenon was. I'm almost positive a lot of artists never got their hits because of how much market saturation artists like Michael had. They were abusing the radio like it was a crooked carnival game.
Look,there is nothing more immature than artists who will do anything to become or remain superstars. Mannie Fresh probably got blacklisted from a lot of stations. If anyone thinks Cash money wouldn't do that, I have priceless meteorite to sell you but only if you wire transfer 50,000 in cash right now!
