Um, not really. The girl is definitely too young for any kind of straightening, but that doesn't mean they can't comb it and put in some puffs, braids, twists, or other child appropriate natural hairstyles. I never had a perm a day in my life, but my mom kept my hair looking like more than I rolled around on it and walked outside. That said, they're free to have her hair however, but letting it look that matted and tangled isnt a case for well taken care of hair
