They are habitual Republican voters, they wont vote for any Democrat even if the party adopts the economic populism the left fantasize about. Candidates like Matt Bevin openly run on gutting welfare and still get votes from white lower classes who rely on it. Even Mitt won them despite the 47% comment. The reason caricatures of poor people like welfare queen works is that race is zero-sum to many in those communities, the pitch the GOP uses is that their money is being used to fund these undeserving people. Even FDR excluded professions dominated by African Americans at the inception of social security. People like to think groups vote for some economic self interest over what they consider their most important values plus party ID is just a stronger indicator of voting pattern in a partisan environment.

That's very disingenuous of you. Hillary has acknowledged and pledged to correct the mistakes of the past by working for criminal justice reform while Trump sees no problem with it. She has actual policies and in depth knowledge of this area while there has been absolutely ZERO from him on this. That's because only thing we hear from Trump in regard to criminal justice is more police, more prisons, and the continuance of mass incarceration. In fact Trump attacked Hillary for her position on reduced mandatory minimums using the coded language of the past--in 2016.
