The problem is you're looking for the dust to behave in a way like it would on Earth. With no atmosphere on the moon, there is nothing there to alter it's trajectory so it'd fall directly back to the ground.

The engines were shut off before it landed so the dust had settled before it's landing. In that low gravity, the lander wasn't gonna kick up dust when it finally did land

Sounds more like an excuse than actual fact. We see dust kicking up in every video of them moon walking but suddenly the same rules dont apply to a 10000 ton shuttle landing. ok.
