Raven's Rules was a match type and the above also explains why. The Flock was treated as its own unit at that time so Raven was a leader as well as everyone else on the cover

Around that time, WCW games really pushed factions. I remember even for those garbage WCW Nitro/Thunder games, most wrestlers had a WCW (normal) outfit, an nWo black/white outfit, and a nWo black/red outfit, depending on which faction you chose for them......I think some wrestlers even had outfits for the Four Horsemen and The Flock as well

Raven's Flock was a popular faction that had like 6 to 8 members at one point....pretty impressive for a non-nWo faction at the time.....so it made sense to push their 'leader' even if he wasn't on Hogan/Goldberg level
