It makes sense but most people aren't going to learn how to grow quality cannabis, get the seeds (or plants) then grow it when they just can go to the dispensary.

I grew a couple times and All it took was reading a couple books and forums and I was growing like the best of em. And in states where it's legal to grow one of the best selling marijuana products are Cutlings ( basically portion of the plant and it'll root and grow into a full plant)
