Why won't they allow fighting in the NBA but they do in NHL?

Why would the league want a player to hurt someone or hurt himself & be out for months messing up the leagues money & perception

This is the main reason. It would mess with too many people's money. The players, the owners, the teams, TV people, and even coaches. Their money would get fukked with hard if a star player or even a rising one got caught up in that. Even with enforcers like hockey has. It wouldn't really work.

You would have to build a barrier for the fans. Crowd is fine with a player trying to get the ball inbounds falling on them but let someone get fukked up cause people are fighting on top of them and everything getting sued for.

Also keep in mind basketball athletes don't wear protective gear. Fist fights and brawls would be more dangerous.
