The need the opposite of Ghadaffi in charge of policy..Ghadaffi nationalized the oil..the new government should sell it to foreigners ,Ghadaffi refused to have the IMF,Worldbank and a foreign controlled central bank..the new leaders should do the opposite,Ghadaffi spent the profits on his people and investing in other African countries..the new fovernment should funnel it into foreign bank accounts
