Black unemployment rate started increasing in the 1980s dude when Reagan came in, which is the exact same time that hip hop, not rap, but hip hop came into its own....black unemployment rate has remained stagnant since the 80s...only middle class white collar jobs have increased slightly, but the majority black working public sector jobs have crashed horribly and never recovered since the 80s...
