the skilled labor shortage combined with low immigration levels would obviously push the low skilled wages up
If there is a skilled labor shortage, then why is there not full employment? That would mean most of unemployed would be low skilled workers and that would put a downward pressure on low skilled wages.
High wages for low skilled workers is largely a result of government policy, strong unions and culture, not immigration.
