You didn't need to play the first one to play the second one. I assume the same will be for the third, but who knows. You can always wikipedia the story if you want.
Be warned though, you might not like the game because of the combat. The combat in witcher 2 was not good at all. The game was great, but the combat was severely lacking. Unless they fixed it, you might not like it (I know you didn't like Skyrim because of the combat, so I assume the same applies to this). That being said, I loved the witcher 2. It's one of the few games I beat twice.
