Idk how it is where u at,but in CA from what my homie told them,they not allowed to touch em,people don't know that,so they think that by stopping them and telling them to go back in its a wrap,wen ppl just be like "fukk you" and keep walkin n at that point he can't do nothin but just get their description or license plate n call the cops,but if customers gets physical thats a whole nother thing
