There are almost no blacks in high government positions in that country. They have little to no representation. This alone should indicate a problem. But like you stated they are so diluted that they don't even know their the one's being targeted. In cultures like this you'll often find blacks perpetuating white supremacy and constantly asserting their whiteness over other blacks whom they identify as "blacker". This can be said of Dominicans as well. It is quite disgusting to see negroes who are two or three shades lighter than their kith and kin adopting a sense of superiority because of their complexion, hair texture, and keener facial features.
In this day and age i would almost argue that blacks are the main culprits as it pertains to upholding the tenets of white supremacy.
