You know what? This is strategic.
She's not ugly, but she's clearly NOT the most beautiful woman is in the world....really not even close.
BUT, what she is, is a carbon cut-out of millions of American white women who look similar to her and more importantly who read that magazine(pay money). Thus, they are going to pander to them.
If you put a darker skinned woman on there, be it a middle eastern woman, hispanic woman, or someone like Halle, the magazine sales would would go down. I guarantee it, and a certain sect of white people would write letters to complain and threaten to cancel their subscription.
