It depends on your criteria.
if it's poverty, lack of economic opportunities and decaying infrastructure then it's definitely camden NJ with Gary ID and detroit not too far behind.

if it's crime rate then it's baltimore

for racism and segregation, it's milwaukee

Not totally sold the city is the most racist (though I could see why you'd say that), but the amount and history of segregation here is insane.

I wasn’t much of a fan of San Francisco.

I also found Orlando to be a bit boring.

my favorite cities are LA, Philly, Charlotte, San Diego, and Brooklyn (not all of New York, Brooklyn on the other hand should be it’s own city.)
