I don't think that you could make Peter (or Miles) do anything if they didn't want to. The same reason he wouldn't punch a hole in you for hassling him for rent is the same reason he wouldn't exploit his powers to become a billionaire or where himself out for enforcement like the Seven.

That said, I wouldn't. Just make sure that the building is crime free and we're good.

Man I would be telling the police to leave me a bag with some cold green on the roof top of such and such precinct every 2 weeks. Not even a lot but can a nikka at least get a stipend? Run me some bust money or something

Sure. I would at least give him a good discount. Spider-man is the people's superhero. His moral compass will probably object to having citizens pay him money for his services.
