facebook is a social network, not a community. The coli I'm sure wants high quality membership. If paid membership was enacted that would happen and get rid of at least 50% of the trolls. Also people can be banned on the SA forums despite having paid for their membership. They can pay to get back on, but it's costly, so people are less likely to act foolish.
