No, but he was a colossal douchebag didn't take the world scale into account, who thought he was untouchable because of his wealth and power in a specific region. To be fair, he did last a while. Which meant if you had a billion dollars you would still have competition, except at an international level against entire nations that also have billions of dollars to collectively throw at whatever. It's still not really that much money at that scale.
